In defense and government training, the decision-maker is almost always a program manager operating under contract requirements that specify training effectiveness metrics. The driver is not workflow efficiency. It is scenario fidelity and consistency. A training simulation that produces inconsistent results across sessions, because contributors have modified shared state through asynchronous pipelines that do not guarantee coherence, fails to meet the effectiveness requirements the program was funded to deliver. The program manager's exposure is contractual and political, not operational, which means the decision to invest in better infrastructure is made at a different level and on a different timeline than in commercial markets.

In architecture engineering and construction, the decision-maker is typically a BIM manager or a project technology lead operating within a larger engineering organization. The driver is coordination failure between disciplines. An architectural model, a structural model, and an MEP model that are maintained in separate tools and reconciled through periodic clash detection cycles will always produce coordination failures that generate rework. The cost of that rework is measurable, attributed to specific tools and workflows, and reported through project accounting systems that make the case for infrastructure investment concrete and defensible. How

The adoption pattern across these industries follows a consistent sequence. They document the failure, attribute the cost, and present a case for change to a decision-maker who has budget authority. The decision-maker evaluates the case against the cost and risk of changing infrastructure mid-project or mid-contract. In most cases, the first several cycles of this sequence result in process changes rather than infrastructure changes, because process changes are lower cost and lower risk even when they are less effective. Infrastructure change happens when the process changes have been exhausted and the failures continue.

The organizations most likely to move first on real-time collaborative infrastructure are the ones where that sequence has already run its course: where process improvements have been tried, documented, and found insufficient, and where the cost of continued failure is high enough to justify the risk of infrastructure change. Those organizations exist in every one of the industries described above.
